Islam has no central leadership, and different factions define it however they please mixing in tribal beliefs and other non-Islamic teachings, whereas the GOP has central leadership in the RNC and its state/local groups, and it decides and defines what the party platform is and therefore can indeed make a global statement.[/quote]
