If they made a copy of the exam available to everyone, only a certain percentage of the parents would take advantage of it and actually sit down with their kid and practice. Of course the people who need it most will be the ones who never got the word, or didn't have the time to study it. The results probably wouldn't be that much different from the way things are now.
