This is because Roe v Wade made these states allow abortions when they didn't want to.  So they are finding ways to make it very difficult, skirting around the ruling.  Other states would have even more liberal abortion laws were not for the R v W restrictions.  This is what happens when the courts are used to ram through things that states should determine.  You want liberal abortion laws throughout the US?  Do the hard work of a Constitutional Amendment, not the short cut of stacking the SC to be aligned with your beliefs to make a decision imposed on all, no matter the support in individual states.
