The gangs are mostly in Silver Spring, Wheaton, and Langley Park, which borders SS. Years ago, Mo Co had no gangs until they starting changing school boundaries. No one's "safe." These gangs have huge networks that have now moved into Mo Co. Furthermore, most gang members live in poverty, and the areas above are the most "reasonably" priced - with even lower rents in PG.
