It does not matter if the 14 year old child misrepresented her age on purpose. It is statutory rape because a legal adult according to the statute had sex with a minor child. The statute says that that constitutes rape. These laws have existed for hundreds of years. They are not new. It is against the law for an adult as defined by the statute to have sex with a minor child as defined by the statute.

Most 19 year olds are well aware of these laws and are very careful to stay on the right side of them. It is easy to avoid this crime by not having sex with people you hardly know.
