There are cases where people let their paychecks go to the DC address, have a drivers license in dc but renting in MD.
If their paychecks are going to DC, then they are paying DC taxes and as far as I'm concerned, they can send DC to DCPS. I couldn't care less if they sleep in Alaska, if their money is going to DCPS, then so can their children.
And you would be wrong. They need to be paying DC property taxes. And the grandmother paying DC property taxes does not qualify the non-resident grandchild for DCPS. If they want the child to go to school, then the child should live with her grandmother. Additionally, their paychecks are not "going to DC" because they will pay income tax in the state where they reside, not where they drop their children off for before/after care at Grandma's house. The DCPS is very clear that THEY consider where the children sleep as relevant to whether a child is a DC resident and hence eligible for the school. In this case, the child is a resident from outside and should have to pay tuition to attend the DC school or just go to school where they live.
