Actually, I asked a lawyer about this for a situation that never came to pass, and he said that: [Pain Legal opinion] as long as you "Maintain a Residence" in DC, you qualify.
you can keep an apt that you never use in the farthest reaches of DC and stay in a mansion in Mclean, and you can claim dc residency. [/Paid Legal Opinion]
[My Opinion] Ultimately, DC taxes are what pay for the school, so if the person has a paycheck in DC, they are paying for the school. If they own a home in DC and don't claim homestead, they are actually paying more taxes, so I wouldn't even say that homeownership is the defining quality.

And you would be wrong. They need to be paying DC property taxes. And the grandmother paying DC property taxes does not qualify the non-resident grandchild for DCPS. If they want the child to go to school, then the child should live with her grandmother. Additionally, their paychecks are not "going to DC" because they will pay income tax in the state where they reside, not where they drop their children off for before/after care at Grandma's house.
The DCPS is very clear that THEY consider where the children sleep as relevant to whether a child is a DC resident and hence eligible for the school. In this case, the child is a resident from outside and should have to pay tuition to attend the DC school or just go to school where they live.

I did something similiar and reported through an app on my phone. Instead of putting the homeowner's information on the paperwork, the county erroneously put my contact information on the paperwork. I was mortified when I found out that the anonymous reporting procedures where not so anonymous. Nothing like being confronted by a drug addict.
You the online form to report. I am sure there are more houses/apartment near by whith people who also see this happening.

I'm not cruel or stupid enough (grandmother has a short fuse) to bring this to the attention of DCPS. Plus it woul db e hard for me to prove without being a complete stalker. But it stinks, because they have a slot in a good school and my other neighbors are fighting to find any other school than our ib one.
