The context of the tweet he was replying to is that dog poop is piling up in NYC. As the snow melts, apparently a lot of frozen dog poop is being exposed because people didn't pick it up. It's gross and people are complaining. Earlier in the week a NYC councilman posted on x "Pick up your f****** dog s***.

No I think it really was poorly worded satire / a joke.

Googling a bit it seems like this is a discussion in nyc post snow melt. That the dog poop is causing a mess. And there has been smears for a long time now that Mamdani was going to bring the Islamization on nyc.

So she was like hey nyc is coming to islam like the crazies have been talking about because people are waking up to the fact that dogs are unclean. You guys are coming to our side!

I mean I think she meant the dogs are unclean part. The New York is coming to Islam part was satire.
