The regional model is getting snuck in without a separate vote, which is why MCPS is insisting that the two are linked. BOE votes on whatever MCPS recommends, not the other way around. So if MCPS says they are the same, that's how BOE will vote. Also, BOE has already washed their hands of the regional model. They call it "operations" which falls under purview of MCPS, not BOE.
