It was preemptive.  Iran was on the verge of nuclear capability. 
This strike, hopefully, ended those hopes of nuclear power for Iran.  
When a country continually calls for "Death to Israel" and promises to wipe Israel off the map, you bet they are gong to take action.  
This was years in the making - and the planning.  
Conducting a lot of this operation from inside Iran shows they have been working toward this for some time now. [/quote]
