It was preemptive. Iran was on the verge of nuclear capability.
This strike, hopefully, ended those hopes of nuclear power for Iran.
When a country continually calls for "Death to Israel" and promises to wipe Israel off the map, you bet they are gong to take action.
This was years in the making - and the planning.
Conducting a lot of this operation from inside Iran shows they have been working toward this for some time now.

‘Israel’ has now bombed five countries including Lebanon, Yemen, Palestine, Syria and Iran in the last six months. They have bombed residential areas in every country and predominantly civilians have been killed.
