It's different in part because Rubio is asking for [b]anonymous[/b] reports of anti-Christian bias: "will collect examples of anti-Christian bias through anonymous employee report forms." This has whiffs of Stasi-type behavior. If you don't know who the Stasi were, do yourself a favor and read about it: The Stasi, East Germany's Ministry for State Security, relied heavily on a network of informants, also known as "unofficial collaborators" or "IMs," to maintain its surveillance and control over the population. By 1995, over 174,000 IMs had been identified, a number that some estimates suggest could have been as high as 500,000. This network, which included people from all walks of life, was a key tool in the Stasi's system of oppression. [/quote]
