Not just where it is convenient from a cohort perspective and where a school administration's responding to "community pull" means a self-reinforcing paradigm of availability to some but not others. While you're at it, make sure Kennedy has all the same IB options available to students at RMIB, and that any AP is only offered at Churchill if it also is offered at Springbrook and Watkins Mill. And adjust boundaries regularly to even out capacity utilization.[/quote]
