Because they are applying it themselves after being dropped off at school. It if looks terrible and amateurish, then you can be sure the parents are not allowing it! Parents who allow makeup also show their kids how to apply it correctly so it doesn't look like clown makeup, so it wouldn't be creeping you out. You seem a little dense.[/quote]

Wait, if this was in the evening and the makeup was truly heavy, then maybe the girl had come straight from a dance audition or theater rehearsal or something similar.  My DD does figure skating competitions and theater and has sometimes had to be somewhere after/before auditions, rehearsals, or performances without a chance to wash off performance makeup or apply it later.
