Because they are applying it themselves after being dropped off at school. It if looks terrible and amateurish, then you can be sure the parents are not allowing it! This post feels like a DCUM-manufactured post. I don't know anyone who was handwringing over a 6th grader wearing light makeup in real life. And I never met a 6th grader wearing this heavy makeup that's described.
