What was the context?  Did he mean "issue" like "topic"?

As in, "abortion can be an emotional topic, especially for women who have faced an unwanted pregnancy"

Hogan tolerated abortion rights in Maryland but doesn't think Marylanders should have a say in whether women in other states own their own bodies.

The word "emotional" is not the problem here.
