Dogs certainly seem to be a part of city life these days, I guess because people wait so long to have their actual human children. When I was a kid this just wasn't the case, and cities had strict poop-scooping laws to deter bad owner behavior. Not in the District, I guess. It's too bad, because the dogs themselves are inherently bad neighbors. Neighborhood peace and sanitation depend on dog owners to be considerate enough to compensate for the inherent nastiness and noisiness of their pets. [/quote]

This is good neighbor behavior and considerate dog owner behavior. You would like this to extend to which trashcan the bagged waste is placed in. The city doesn't care what trashcan I use and I don't either. I will use the nearest available. If you don't like it, lock up your bins on your own property. I won't go into your yard. But if your bin is at the curb, or on the sidewalk and I have a bag, I will not hesitate to use it. If you don't like that, too bad.
