Dogs certainly seem to be a part of city life these days, I guess because people wait so long to have their actual human children. When I was a kid this just wasn't the case, and cities had strict poop-scooping laws to deter bad owner behavior. Not in the District, I guess. It's too bad, because the dogs themselves are inherently bad neighbors. Neighborhood peace and sanitation depend on dog owners to be considerate enough to compensate for the inherent nastiness and noisiness of their pets.
Really, idiot #1, picking up after my dog and depositing it in a trashcan is worthy of flogging? Ok, if I knew where you lived, I'd happily leave it on your sidewalk, or better yet, in your yard. As for idiot #2, poop scooping laws require I do exactly what I do, pick up after the dog and deposit it in the trashcan. This is good neighbor behavior and considerate dog owner behavior. You would like this to extend to which trashcan the bagged waste is placed in. The city doesn't care what trashcan I use and I don't either. I will use the nearest available. If you don't like it, lock up your bins on your own property. I won't go into your yard. But if your bin is at the curb, or on the sidewalk and I have a bag, I will not hesitate to use it. If you don't like that, too bad.

Idiot #2 here. I suppose you're following the letter of the law, but not the spirit of the law. If your animal's poop becomes someone else's problem in any way, you're being incredibly inconsiderate.
I don't have a dog in this particular fight, since my trash is a dumpster that I don;t have to drag or clean (so be my guest if you find yourself in my alley), but I'm really sick and tired of the crap on our streets, the extra long leashes, the occasional absence of leashes, and the expectation that Fifi's slobber won't bother me. For me, the issue is dog owner entitlement, and, although I recognize that at least you do scoop even if you dump inappropriately, I still have to agree when a PP calls you out for being one of THOSE dog owners.
