No, that honor goes to Florida.  As much as DCUM loves to cast aspersions on FL, they have the best public schools in the US, with NJ and Mass coming in 2nd and 3rd.  Virginia is #11.  At one time, a couple of decades ago, VA was probably #1.  No longer.
