All charters have a lottery, and the good ones have a waitlist. Some of the desirable charters order the waitlist number based on the date/time you applied. IOW, if you're the first person to fill out the application, you're going to be first on the WL (which pretty much guarantees you'll get in). I know of these two, but there might be others. Oh, and open house/application season begins in the Fall. As you've learned the hard way, if you wait until Spring, you've got only the dregs to choose from.
