As someone that grew up in AZ they have a long history of allowing people to attend schools out of boundary. As in it was common place when I was in elementary school in the 80s. AND it doesn't' even have to be within your own district. You could go to schools in other districts. They have had open enrollment for as long as I can remember for much of the Phoenix metro area. Anyway, seems like you don't really understand anything about the AZ education system. Unsurprisingly. Anyway, as another poster said. APS is investigating this. So not sure what your deal is.
