Most of them came over my belly button. Madewell (a few different pairs): too high in the rise, too loose in the hip and thigh, terrible rear view (huge pockets), flattened my butt Old Navy: too high in the rise Levi's 724: too high in the rise, fabric was thin Levi's classic straight: best of the bunch, stretchier than I wanted, but a decent fit (and fit over my cowboy boots). 30" inseam worked well for me, but they come in 28" and 32", too. https://www.levi.com/US/en_US/clothing/women/jeans/classic-straight-womens-jeans/p/392500030 Pretty soon it will be too hot for jeans in DC anyhow.
