Revoking driver license is definitely valid in any cases that endanger safety/life
of others. Hoverer few  of the points you listed are more call for sending them back
To the driving kindergarten as you can tell some people BAG to be reeducated.

That very first case  you listed when people overshoot the turn
tells me they must have die hard bike habits transferring to car driving.
Bikers often do that, to soften the curve and avoid fall at higher speeds.

For most goofy behaviors we all should right to provide discipline on a spot..
How about equipping each car in a paint gun with camera and 10 loads a yer
to spray at an offender car if they endangered you.
Paint would be unwashable for a while year and then it would disappear on its own.

You would need to video prove the fair use or you would
get sprayed and be responsible for their cleanup.

Or alternatively police should shame bad drivers with 
Ugly big stickers that would have to be kept for a year.
They would say things like...
Beware my driving sucks!
Caution, I often miss the turn and hit the breaks.
Attention! I don’t care about anyone on the road
Ahead , behind or next to me and it shows.

Lastly, after three minor tickets or  one speeding ticket
You would need to wear bright orange jacket to drive,
for a whole year ticket free.
