You can register to vote via on any DMV drivers license application.  Just check the citizen box on the basic  and you can vote?  The real id compliance date is 10/1/2020.  All real id should distinguish between citizen and non citizen.  With real id or proof of citizenship for voting   registration with reasonable exceptions.  40+ years ago it wasn't a huge problem .  Look at PA- realid for legally present non citizen and any other license expires to match date legal presence expires.

Wash Post also had the South Korean illegally present wanting a license and I guess that's a visa overstay.  S/he has documents from South Korea but is illegally present in the USA.  Overwhelming focus in VA is on illegal immigrants - wait.  Last time I checked this state was cap of Confederacy- it's ike MD and illegal immigrants.  More of a priority than AA and Baltimore.  Twisted.

There are 5 states that offer 3 types of drivers licenses:

EDL-Enhanced DL Minnesota, Michigan, New York, Washington, and Vermont. Arizona, California, and Texas are working on implementing an EDL
US citizens and NY has a flag.  https://dmv.ny.gov/which-id-right-me
This costs more money in NY than real id.

Real ID- VA does not offer EDL and charges more for real id which is the same price as not for fed purposes in NY.  VA should have offered the 3 tiers.

So in NY if no social security number or declination letter how do they know who people are?  Can bring in a foreign drivers license or passport or birth certificate or DHS docs etc.  So I guess in VA the South Korean illegally present [assume visa overstay] would bring the passport , visa, complete with expiration dates.  If illegally present and had no interaction with DHS or CBP and no ITIN and no foreign country documents?  I guess if had a passport and visa and flew in and crossed would use that.

So VA should have the 3 licenses NOT 2, charge more for non-citizens NOT citizens, limit time of license to 3 months for illegally present, cooperate with feds on databases.  Check all names on licenses to vehicle registration and require proof of insurance .  No insurance?  Require and impound vehicle until it's insured. Confiscate license, permits etc.
