Even on the page you cited, only six are full scholarships. OP or a PP said she was "counting" on a full merit scholarship at a flagship and that just doesn't happen at the better flagships like UNC, UVA and Berkeley. Funds are reserved for low-income, first-generation, etc.[/quote]
