Did you even read what you linked? The very first line of the article says, "Many flagship institutions are very generous providers of merit aid." Further, if you read the report behind the article, you'll see specific mention of UVA realizing that they may need to re-evaluating their approach in order to draw the best candidates.

Of course I read it. It says that the publics that NEED to (in order to get a good student body), like Kentucky, do offer merit. But it specifically the best flagships that don't have to buy students, don't, and then the cite UNC, UVA and Berkeley. would you prefer that I get you another article?

That's odd, because I've toured somewhere between 30 and 40 universities over the years with my kids, and every single one of them had some sort of pre-registration process for campus visits. Maybe it is because we mostly did "junior days" or "senior days" or admitted student programs, but I don't recall "just showing up" for any campus visit.

It also sounds like she has a ninth grader, and is basically doing some kind of mental math where she's assuming what her kids grades are going to be in subsequent years. So much can happen in three years -- mental health issues, sports injuries, getting derailed by a bad breakup, teenage rebellion, parents get divorced and kids' grades suffer.
It's kind of like all those kids that go to college to do pre-med and end up majoring in psychology. Just saying.

But, again, they are only partial scholarships. Even on the page you cited, only six are full scholarships. OP or a PP said she was "counting" on a full merit scholarship at a flagship and that just doesn't happen at the better flagships like UNC, UVA and Berkeley. Funds are reserved for low-income, first-generation, etc.
