AAP is FCPS' means of fulfilling the state's gifted mandate. A child with WISC FSIQ > 130 is technically gifted. If FCPS is not going to provide gifted services to children who have been determined to be gifted via a 1-1 examination with a licensed professional, FCPS should have to explain. I agree that it would be ridiculous to provide reasons to everyone or even to provide reasons in the first round. Rejections of kids with gifted level WISCs after appeals should be quite rare, and there's no reason at all that they couldn't take a little time to justify the decision. [/quote]
