He is a 2nd grader applying in the round meant for 3rd through 8th graders. He is not eligible to enter into AAP mid year, which is what the October round is for (That is why this round includes 8th graders, for mid year admission).
The correct round for a 2nd grader is the January round.

Why would it be ridiculous? AAP is FCPS' means of fulfilling the state's gifted mandate. A child with WISC FSIQ > 130 is technically gifted. If FCPS is not going to provide gifted services to children who have been determined to be gifted via a 1-1 examination with a licensed professional, FCPS should have to explain.
I agree that it would be ridiculous to provide reasons to everyone or even to provide reasons in the first round. Rejections of kids with gifted level WISCs after appeals should be quite rare, and there's no reason at all that they couldn't take a little time to justify the decision.

Fcps does not email AAP results, accepted or rejected.
