I forgot what it's called, but here is the concept - it's a battery operated device, and a wire (buried in mulch in your case). When the dog or human pees on the wire device delivers  mild electric shock up the stream right to the garden of good and evil. It's harmless, but very unpleasant. 
Was first used on drunks that peed in the elevators (in Japan ?) and worked wonders.
