(disclaimer: I have a 5th grader in the AAP program who has never taken the WISC) I don't think anyone is bribing anyone, although I do suspect that some people shop around and have their kid take the WISC more than once to get the score they want. If I had chosen to have my child take the WISC, I wouldn't have GMU do it. I know that they use grad students (and often first-timers) to administer the test. The kid being tested is essentially a guinea pig for someone to try out their testing skills on. I believe this is why some students have strangely high or strangely low scores after testing at GMU.
We used GMU. The tested seemed very good and our child liked her, which is very important. I'm told that FCPS prefers GMU because they give all of the subtests, which gives them a better idea about the child. I think they also perceive them to be non-biased. I would imagine IF there are private testers that give consistently high test scores, FCPS knows who they are and looks at the scores with a critical eye.
