I don’t know all the details, but I don’t think it is the case that victims refused to testify. I truly believe it was that Acosta was compromised (implicitly or explicitly) and/or that they really did not believe that the crimes were that bad. This was still a period in time prior to me-too where shenanigans with a teen girl were naughty but not seen as criminal by many. It’d not hard to go from that mentality to believing that a jury would not convict. [/quote]
