What the public  doesn't know regarding this case (the shooter's prior criminal history or record, prior physical or property damage by shooter, prior diagnosed mental conditions, prior threats, etc.) makes all the difference in the world.  Just because people think the Giampa's had a lifestyle of poor taste (political beliefs, shooting ranges, anti-semitism, etc), isn't enough.  At the very least, the parents could be charged with contributing to the delinquency of a minor for their recklessness in not keep the firearm unloaded, unlocked and ammunition stored separately as an example.  Civially I definitely think they could be found liable.
