Democrats passed the budget in the lame duck session when they still had the majority but had been voted out.

The general narrative is when they do the budget, Democrats will blame Republicans for not passing Biden's budget and say they are responsible for shutting down the government, Biden will shut down the parks, and send National Park Service after tourists, 'you are not allowed to recreate.'  Biden will threaten to withhold Social Security checks unless Republicans agree to his budget.  
Once the budget is agreed to, usually with 50 Republican votes and all the Democrats, then when the debt ceiling comes around, Democrats will complain that Republicans passed the budget, now they have to spend the money.[/quote]

They were voted out by the narrowest of margins and this is money that has already been spent.
