Talk to local service providers and they will tell you who is crossing illegally (crawling under the wire rather than presenting at lawful points of entry).

Given recent attempts to crackdown on perceived religious extremism, it's very likely that some Uzbeks are upset...and it isn't a leap they might be angry enough to take action.

Trust me, their perceived extremism is child play compared to even say the Chechens. If I had to offer a guess I’d say it’s some infight for power. 
Those coming here are most likely economic migrants.
