He walked out after 13 days. So the facilities were available to him and he chose not to use them. That's the underlying issue with many of the homeless population that I don't know how to address it. When DC cleared out their encampments the other month, the government spent weeks sending someone there every day to offer services and something like only a third of the people accepted the services. I don't support what the man did because it was clear he should have released Neely sooner, but I don't fault him for trying to subdue Neely in the first place.[/quote] To your question, the threshold for involuntary commitment and treatment needs to be lowered.[/quote]
