The test is not for the benefit of the testing company, it is for the benefit of the states, however the testing companies do have a vested interest in looking out for the best interests of the states to mitigate and minimize breaches of the test - which in fact KEEPS COSTS DOWN. You really don't understand how ANYTHING works, do you? And then, you ridiculously want to presume to proclaim those things that you clearly do not understand as "delusional?" Laughable.[/quote]
