It's pretty hard to "nap" a dog if it's on a leash like it should be.

Reporting for what? Having a different opinion? They were both out of control. However, he provoked her. Look at the social media posting he posted about his actions. If she violated the law, he calls the police to enforce. He doesn't ask the dog to come to him and offer the dog treats. That looks like kidnapping.


Asking someone to stop breaking the law is not a provocation, unless you're a racist and find it audacious for a black man to do so.

He was calling the dog over and offering treats. Who does that? Why would he do that if he was scared of the dog off the leash? He was looking for drama and got it. It was his account that was clear he was trying to take the dog.
