It didn't come out til right before the inaugural - it wasn't used to undermine a political election campaign at all. It was one of several pieces of a COUNTERINTELLIGENCE INVESTIGATION because people on the Trump campaign were working with Russians and were surveilled by FiveEyes and our IC. Chicken and egg, don't conspire with Russians and you won't be under surveillance.

Or, it was used as an excuse for our intelligence to have been illegally surveilling members of the opposition party.

And, it did come out before the election.

Either our intelligence agencies were "in on" the advancing of false reporting regarding the dossier, or they were duped by Russian disinformation.
