Blocking goods in a manner intended to starve civilians is prohibited per the laws of international warfare. If it is proven that Israel intentionally blocked goods for the purpose of starving civilians, Israel can and should be charged with war crimes. Either way, it's safe to say Hamas and the IDF have committed many, many international war and terror crimes throughout the many years of their conflicts.
