You have to look at the entire tier, not just the pool. Each pool should have a 1/2/3/4 team in it. This is how the team did in their qualifier. They will then cross with the other pools in their tier and all the 1s will play, all the 2s will play etc.

4 teams to a pool, 4 pools to a tier. (I wish they used a word other than tier)

I misspoke. There are 3 pools to a tier. If you look at tourney and scroll all the way to the bottom you can see which pools are in the same tier and how they will crossover. I think the only missing info right now is which pools make up each tier. [/quote]
