It is about maintenance.
I worked in a school with a principal who walked the halls and checked on things.  He walked into the classrooms and checked out the bathrooms.  If something was wrong, he pointed it out to the maintenance people.

This did not take all day.  (This was an elementary school.)

But, it starts with the bathrooms.  If doors are off the stalls and there is no toilet paper the students are more likely to be less respectful of the building.
