Some of them are so short that you cannot get across unless you walk very fast or even run. For people with any kind of disability, kids in tow, or elderly - they physically can't get across. So, you're better off jay walking when you can see that there are no cars coming, then launching yourself into traffic with a green light that will only last 3 seconds.
