I agree with the PP about DCPS standards, but DCPS very clearly attends to the wishes of those who are more affluent. Lower income people can - and do - scream all they want but the label FARMS means that intelligence is about the very last need that will be considered. And if there are mostly black kids in a program for high achievers, white people will complain it's not good enough and/or that resources should be diverted elsewhere to more "deserving" gifted/talented students.
