This has to be done right or it won't have any chance of improving education.

Sorry to say this, but I'm not optimistic.  There is already too much arguing over this.  Some states are already backing away.  The people fighting this are fighting for a say in how their tax dollars are spent.  Without a transparent process, democracy is failing us.[/quote]
