the line is drawn to the point that only DC residents should have access to DC public schools (unless there are spots available and out of state tuition is paid). simply that. you do not hear much about cars with Texas license place because I do not think anobody is concerned about Texas residents driving every day from Dallas to drop their kid at YY, and I do not think you see a large numbers of these types of cars outside of DC schools. for obious resons complaints are directed to residents of VA and MD, but the point is that any non DC resident should be reported. as for diplomatic tags, if they reside in DC, they have the right to send their kids to school here, like any other DC resident who does not pay income taxes in DC. you can't say from the tag where they are resident, while usually if you have a MD or VA tag, you are most likely not a DC resident because by law you should havea DC tag
I use to have tags on my car from a state that was 1000+ miles from DC and used it to drop off and pickup my kid from our DC charter (with 100s on the waitlist). No one reported me probably b/c no one is that stupid. DC parking enforcement (the best run part of DC gov) was not so understanding. Around 90? Days of using our Visitors Parking Pass, they started leaving me warnings about registering my car in DC or else. OP- report 'em. Seriously if they took a spot fraudulently, they are stealing from a DC kid who would rightfully be at the school. Non-residents do this blatantly: Thieving and bragging about it: it's gotten ridiculous.
