I use to have tags on my car from a state that was 1000+ miles from DC and used it to drop off and pickup my kid from our DC charter (with 100s on the waitlist). No one reported me probably b/c no one is that stupid.
DC parking enforcement (the best run part of DC gov) was not so understanding. Around 90? Days of using our Visitors Parking Pass, they started leaving me warnings about registering my car in DC or else.
OP- report 'em. Seriously if they took a spot fraudulently, they are stealing from a DC kid who would rightfully be at the school. Non-residents do this blatantly: Thieving and bragging about it: it's gotten ridiculous.
