You only need a lease for a license and you don't need anything for a utility bill. Anyone can print a free lease from the Internet. If a lease is good for 12 months, they just need to bring the same one back after 6 months and print a new one for the following year. And I can assure you Arlington County doesn't require a lease every 6 months. In fact, when my niece was in high school at WL they only required it her first year.[/quote]
