Youngkin got played a fool by a brilliant businessman (Josh Harris) who never had any intention whatsoever to locate the Arena in Alexandria. It was all a ruse to force Bowser et al to give him what he wanted. The ex mayor of Alexandria was, literally, humiliated by this and chose not to run again because he fell for it hook line and sinker.
