Personally I think we should kick Cold Spring off CIP, close it down, and take that money to rebuild Wootton to keep Wootton on Wootton Parkway. They are already slated to goto Churchill anyways.
The money for Cold Spring wouldn't be a tenth of what is needed for Wootton. Cold Spring just needs some walls and doors put up. It's otherwise in decent condition. Unless they decide to expand it, Cold Spring is a (relatively) cheap reno. Wootton is basically a gut job - hundreds of millions to fix that one.
Cold spring ES is listed as a replacement project, the total cost is $59.55M listed on the FY2027 CIP PPT presented on 10/14/2025.
About 30% of 200M. Wootton just needs to find the other 70% or so. City of Rockville? Bueller?
Every dollar counts to save Wootton. They are going to Churchill anyways they can just merge with Wayside and Potomac.
Except mearly every dollar saved there would be considered equally for any of the CIP projects needed in the MCPS portfolio, not directed solely to Wootton. That is, if the County Council didn't simply absconded with the funds for their other purposes. Impact-tax funding from new construction may need to go to a local school, but that could be offset from the much larger general fund portion of the CIP budget, and much which is so restricted might be assigned to, say, the completion of Crown, now that it would be serving the Wootton area, possibly including some of the current Cold Spring catchment. Or to some other capital expense they are doing anyway (HVAC replacements? Those seem to be needed all over.) Depends on how they define/see what would be local from that impact tax perspective.
