You might want to do a bit more research on the proxy wars and terrorism sponsored by IRGC and Quds - Hezbollah in Lebanon, Hezbollah, Badr and Shia militias in Iraq, Hezbollah and Shia militias in Syria, Houthis in Yemen, Hamas, PLJ and PFLP in Gaza and West Bank, Liwa Fatemiyoun militia in Afghanistan and Pakistan... sending drones to Russia for bombing Ukraine.  There's at least eight countries Iran is attacking and killing civilians in right there.  [/quote]
